The Clean Energy Regulator is an independent Australian Government statutory body responsible for administering legislation and programs that support Australia's transition to a clean energy economy by measuring, managing, reducing, and offsetting carbon emissions from industry, electricity generation, and land use activities. The Safeguard Mechanism, administered by the Clean Energy Regulator, sets baselines for the greenhouse gas emissions of Australia's largest industrial facilities and requires that emissions do not exceed these baselines without the use of eligible offsets, with facilities that exceed their baseline required to surrender Australian Carbon Credit Units to cover the excess. The baselines are declining over time in line with a trajectory designed to support Australia's emissions reduction targets, increasing the incentive for covered facilities to invest in emissions reduction technology and practices rather than relying entirely on the purchase of offsets. Australian Carbon Credit Units are generated through the Australian Carbon Credit Unit Scheme, which credits emissions reductions and carbon sequestration activities carried out by project proponents under approved methodology determinations, with the Regulator auditing project activities and approving the issuance of units to projects that have demonstrated genuine abatement. The Large-scale Renewable Energy Target and the Small-scale Renewable Energy Scheme, which the Clean Energy Regulator also administers, support the development of renewable electricity generation by creating a market for Large-scale Generation Certificates and Small-scale Technology Certificates that electricity retailers are required to surrender in proportion to their electricity sales. The National Greenhouse and Energy Reporting Scheme requires large Australian corporations and facilities to report their greenhouse gas emissions and energy production and consumption data to the Regulator annually, providing the transparent and comprehensive national dataset that underpins emissions accounting, policy assessment, and public reporting on Australia's progress toward its climate commitments.
