Rajasthan's panchayati raj system is among the most well-developed in India, building on the constitutional mandate of the 73rd Amendment of 1992 to establish a robust three-tier system of rural local self-government that brings democratic governance to the grassroots level across the state's vast rural landscape. The three tiers of Rajasthan's panchayati raj system are the Gram Panchayat at the village level, the Panchayat Samiti at the block level, and the Zila Parishad at the district level, each with defined functions, financial powers, and institutional structures. The Gram Panchayat is the foundational unit of local governance and is constituted for a village or group of villages with a population typically ranging from a few hundred to several thousand. The elected body of the gram panchayat, the panchayat, consists of ward members elected by residents of each ward within the panchayat area, and is headed by a Sarpanch who is directly elected by all eligible voters of the panchayat. The Sarpanch serves as the executive head of the gram panchayat and represents it in dealings with higher-level bodies and government departments. The Gram Sabha, consisting of all adult voters of the panchayat area, is the sovereign body of local democracy and meets periodically to approve the annual budget and development plans, review implementation of schemes, and elect beneficiaries for various government programmes. The Gram Sabha's role in targeting of welfare programmes is significant, as community knowledge of local conditions and beneficiaries' actual circumstances can improve the accuracy of selection processes. The functions assigned to gram panchayats under the Rajasthan Panchayati Raj Act encompass a wide range including maintenance of roads, streets, and drains within the panchayat area, regulation of sanitation and solid waste management, management of common lands and pasture lands, maintenance of records of births and deaths, operation and maintenance of water supply systems, management of village-level primary schools, and implementation of poverty alleviation and social welfare schemes. The Panchayat Samiti functions at the block level, typically covering a population of around one to two lakh and comprising a group of gram panchayats. The Panchayat Samiti is headed by a Pradhan, who is an elected representative, and assisted by a Block Development Officer who is the senior government official at the block level. The Panchayat Samiti exercises supervisory functions over gram panchayats, coordinates development activities across its jurisdiction, and implements certain state government schemes for which it is the designated implementing agency. The Zila Parishad at the district level is the apex elected body for rural local government. It oversees the functioning of panchayat samitis within the district, prepares and implements district-level development plans, manages district-level resources allocated for rural development, and coordinates across sectors including agriculture, education, health, and social welfare. The Zila Pramukh, directly elected as the head of the Zila Parishad, is one of the most politically prominent positions in rural Rajasthan's governance structure. The devolution of functions, funds, and functionaries to panchayati raj institutions has been a recurring challenge in Rajasthan as in most states. While the constitutional framework mandates devolution, the actual transfer of administrative and financial powers to elected bodies has been uneven, with departments often continuing to control schemes and budgets. The District Planning Committee, which is supposed to consolidate plans of both rural and urban local bodies into an integrated district plan, has been established but has not consistently functioned as an effective planning body. The state finance commission, constituted every five years, recommends the share of state taxes to be devolved to local bodies and the grants-in-aid to be provided to strengthen their finances.
