Rajasthan has been actively working to develop a vibrant startup and entrepreneurship ecosystem, recognising that fostering innovation-driven enterprises is essential for accelerating economic growth, generating employment for the state's young population, and leveraging the digital economy. The iStart Rajasthan programme, launched in 2015, is the flagship initiative of the state government for startup promotion and represents one of the earlier and more comprehensive state-level startup policies in India. The iStart programme provides a framework of support to startups across their entire lifecycle from ideation to scaling, encompassing financial assistance, mentorship, market access, networking opportunities, and a supportive regulatory environment. Under the iStart programme, registered startups receive benefits including seed funding support for early-stage ventures, reimbursement of patent and trademark filing expenses, subsidies on office space in government-supported incubators, reimbursement of participation costs at national and international trade fairs and exhibitions, and preference in state government procurement. The programme has registered thousands of startups since its inception and has created a visible startup culture particularly in Jaipur, which has emerged as the dominant tech hub in Rajasthan. Jaipur has attracted a growing ecosystem of incubators, accelerators, co-working spaces, venture capital funds, and supporting services that provide the infrastructure for startup growth. The Rajasthan Startup Fest, an annual flagship event, brings together founders, investors, mentors, and ecosystem stakeholders for networking, learning, and deal-making, and has become one of the significant startup events in northern India. Incubators established at engineering colleges, the Indian Institute of Technology Jodhpur, management institutions, and universities have provided workspace, mentoring, and early-stage funding to student and faculty entrepreneurs. The government has also supported the establishment of specialised incubators in sectors aligned with Rajasthan's strengths, including agritech, water technology, tourism technology, handicraft technology, and clean energy. The Rajasthan Electronics and Instruments Limited and other public sector technology organisations have played roles in supporting technology startups. The state government's procurement policy preference for startups in certain categories has helped early-stage companies secure their first government customer, a critical validation that can facilitate subsequent private sector sales. The information technology sector in Jaipur has grown significantly, with IT companies including software development firms, IT-enabled services companies, and fintech companies establishing operations in the city. The EPIP, IT Park and other commercial developments in Jaipur provide Grade A office space for technology companies. The state government has been working to attract major technology investments to Rajasthan, positioning the state as an alternative destination to saturated metros. Connectivity improvements including the expansion of broadband internet infrastructure, the development of digital infrastructure in tier-two cities, and improvements in transport connectivity have been part of the strategy to attract investment to Rajasthan. The Rajasthan Industrial Development and Investment Corporation facilitates investment through single-window clearances, provision of industrial infrastructure, and support services for investors. The state's participation in the Ease of Doing Business rankings and its efforts to simplify regulatory procedures and improve compliance processes have contributed to a more investor-friendly environment.
