The Mahatma Gandhi National Rural Employment Guarantee Act, commonly referred to as MGNREGA, is a landmark piece of social protection legislation that guarantees one hundred days of wage employment per year to every rural household whose adult members are willing to do unskilled manual work. Enacted in September 2005 and initially implemented in the two hundred most economically backward districts, the programme was extended to all districts of the country in April 2008, becoming one of the world's largest public works and social protection programmes in terms of scale, reach, and investment. Works undertaken under the scheme span a wide range of natural resource management and infrastructure activities including the construction of water conservation structures such as check dams, farm ponds, and percolation tanks, soil conservation measures on agricultural land, land development and levelling for cultivation, rural road construction and maintenance, plantation and afforestation activities on government and community land, and renovation of traditional water bodies that had fallen into disrepair. The programme has had a transformative impact on the rural economy and labour market in many parts of the country. By providing a wage floor for unskilled manual labour, it has reduced the distress migration of rural workers to urban areas during lean agricultural seasons, helping communities maintain their social fabric and reducing the costs and risks of long-distance migration for poor households. Women constitute over fifty-one percent of the total person-days of employment generated under the scheme nationally, with some states recording even higher female participation rates, reflecting the programme's effectiveness in expanding economic participation among rural women who may have limited access to other employment opportunities. The payment of wages directly into bank accounts has improved the transparency and timeliness of disbursements compared to the cash payment systems it replaced, reducing opportunities for intermediaries to extract illegal deductions. The asset creation component of the programme has built lasting rural infrastructure valued at several lakh crore rupees over its years of operation, improving agricultural productivity through better water availability, enhancing village connectivity through roads, and supporting ecosystem restoration through plantation activities. The convergence of MGNREGA works with the Pradhan Mantri Awas Yojana, the Pradhan Mantri Krishi Sinchayee Yojana, and other sectoral schemes has enhanced the impact and cost-effectiveness of investments in rural infrastructure. Independent evaluations have consistently found that MGNREGA provides a critical economic safety net for the poorest rural households, moderating the severity of agricultural distress caused by drought, crop failure, and market volatility.
