The Kanya Sumangala Yojana is a flagship conditional cash transfer programme launched by the Government of Uttar Pradesh to promote the welfare, education, and overall development of the girl child and to address the deep-rooted social attitudes of son preference and gender discrimination that have historically resulted in low female birth rates, high girl child mortality, low female school enrolment, and early marriage in many districts of the state. Under the scheme, financial assistance is provided to girls at six defined stages of their development and educational progress, beginning with a payment at birth, followed by payments at the time of the girl's first vaccination, at her enrolment in Class 1, at her enrolment in Class 6, at her enrolment in Class 9, and finally at her graduation from Class 10 or enrolment in a two-year diploma course. The total financial benefit under the scheme, amounting to fifteen thousand rupees per beneficiary spread across these six tranches, is disbursed directly into the bank account of the mother or the legal guardian of the girl, avoiding leakages and ensuring that the money is used for the girl's benefit. The scheme is available to families with annual income below three lakh rupees and with not more than two children in the family. It is intended to incentivise families to register births of girl children, complete their immunisation, enrol them in school, and retain them in education through the secondary level, addressing the adverse sex ratio and the alarmingly low female literacy and educational attainment levels that characterise many regions of Uttar Pradesh.
