The school education system of Uttar Pradesh, which serves crores of children across urban and rural areas, has been the subject of sustained reform and investment efforts aimed at improving access, retention, and learning outcomes. The state has the largest number of primary and upper primary schools among all states in India, and the challenge of managing this vast system while improving quality is formidable. The Samagra Shiksha Abhiyan, which subsumed earlier programmes including Sarva Shiksha Abhiyan and Rashtriya Madhyamik Shiksha Abhiyan, provides the overarching framework for school education development. Under this scheme, infrastructure development, teacher recruitment and training, distribution of free textbooks and uniforms, mid-day meal provision, and learning enhancement programmes are all being implemented. The Samanya Vigyan, or general science, curriculum in state government schools has been revised to make it more relevant, practical, and engaging for students. Science kits have been distributed to upper primary schools to enable hands-on learning. The government has been working to address the challenge of teacher vacancies through large-scale recruitment drives that have filled tens of thousands of positions in primary and secondary schools. Quality improvement initiatives include Operation Kayakalp for school infrastructure improvement, the Prerna initiative for learning outcome improvement at primary level, and the Digital Education initiative for deployment of digital learning content and smart classrooms. The Mid-Day Meal scheme, which provides cooked meals to students, has been important in improving school attendance, especially in rural areas, by addressing hunger and providing a nutritional supplement. Special programmes target the education of girls, scheduled caste and scheduled tribe children, and children with disabilities. The state has also been expanding the network of government-funded Atal Residential Schools to provide quality residential education to talented students from economically weaker sections.
