The Canada Border Services Agency is responsible for managing the movement of people and goods across Canada's borders, enforcing the customs, immigration, and food, plant, and animal inspection requirements that protect the security, health, and economic interests of Canadians while facilitating the flow of legitimate travel and trade. Border Services Officers deployed at land border crossings, airports, and marine ports of entry conduct primary examination of all travellers and goods seeking entry into Canada, using risk-based approaches that combine automated pre-screening of advance passenger information and electronic customs declarations with officer judgment during face-to-face encounters to identify persons and goods that warrant more detailed secondary examination. The NEXUS program, operated jointly by CBSA and US Customs and Border Protection, provides expedited border clearance for pre-approved low-risk travellers crossing between Canada and the United States, reducing wait times at busy border crossings while allowing officers to focus their attention on higher-risk individuals and shipments. Customs examination of commercial goods involves verifying that imported merchandise is accurately described, correctly valued, and properly classified under the Harmonized System tariff schedule so that the correct duties and taxes can be assessed and collected, with undervaluation, misdescription, and misclassification being common forms of customs fraud that CBSA investigators pursue. The CBSA Assessment and Revenue Management system, known as CARM, has modernised the processing of commercial import transactions, replacing legacy paper-based processes with a digital platform that enables importers and customs brokers to submit release requests, account for duties and taxes, and manage their customs compliance activities online. Immigration enforcement, including the detention and removal of foreign nationals who are inadmissible to Canada, is another significant function of the CBSA, carried out in coordination with IRCC and the Immigration and Refugee Board.
