Global Affairs Canada is the federal department responsible for managing Canada's international relations, including diplomatic engagement with foreign governments and multilateral organisations, trade policy and the promotion of Canadian commercial interests abroad, and the delivery of consular services to Canadians in need of assistance outside the country. The foreign service of Global Affairs Canada consists of officers who rotate between postings at Canadian embassies, high commissions, consulates, and permanent missions abroad and positions in the department's Ottawa headquarters, developing both the international expertise gained through overseas service and the policy and management skills needed for positions in central government. Consular services are provided to Canadians who encounter difficulties while outside Canada, with consular officers assisting citizens who are arrested or detained, hospitalised, or victims of crime, providing emergency travel documents, facilitating contact with family members, and in extreme cases supporting the evacuation of Canadians from countries experiencing conflict, natural disaster, or other emergencies that pose a threat to their safety. The Global Affairs consular travel advisory system provides Canadians with official assessments of the safety situation in every country in the world, using a four-level scale from exercise normal security precautions through avoid non-essential travel to avoid all travel and to advise Canadians to leave the country, with these advisories updated regularly to reflect changes in security conditions and used as a reference by travellers, insurers, and employers. Passport services abroad, where Canadians outside Canada need emergency travel documents, are provided through the consular network in coordination with Immigration, Refugees and Citizenship Canada, which retains overall responsibility for passport issuance policy and the security of the Canadian passport as a travel document.
