The Civil Service Fast Stream is the graduate entry programme through which the UK Civil Service recruits high-potential individuals who demonstrate the intellectual capability, leadership qualities, and personal effectiveness to take on progressively senior roles across government departments and ultimately contribute at the most senior levels of the civil service. The generalist stream, sometimes called the Central Departments stream, places Fast Streamers in a variety of roles across different departments on two-to-three-year postings, giving them breadth of experience in policy development, project management, and ministerial support that develops the rounded understanding of government needed for senior generalist leadership positions. Specialist streams recruit candidates with specific educational backgrounds or skills in areas such as technology, finance, commercial, human resources, and science and engineering, providing an accelerated development path for professionals whose expertise is in particular demand across government and who benefit from a combination of technical development and broader leadership training. The development programme associated with Fast Stream entry includes structured learning, formal training, mentoring by senior civil servants, and opportunities to undertake secondments to the private sector or overseas postings that broaden participants' perspectives and networks. Annual intake into the Fast Stream involves a highly competitive selection process that typically attracts tens of thousands of applicants for a few hundred places, and the rigour of the process reflects the importance placed on the quality of the talent entering through this route. Fast Streamers who complete the programme successfully and demonstrate readiness are eligible for promotion to Grade 7, the first substantive policy or management grade, and many go on to reach Senior Civil Service grades significantly faster than colleagues who entered through other routes. The Fast Stream has produced a disproportionate number of Permanent Secretaries and senior leaders, reflecting its importance as a talent pipeline.
