The Mukhyamantri Grameen Awas Yojana has been designed by the Government of Uttar Pradesh to address the housing needs of rural households in the state who are either excluded from the coverage of the Pradhan Mantri Awaas Yojana Gramin because they do not meet the centrally prescribed eligibility criteria or who fall in categories that require supplementary housing support from the state government to enable them to construct a permanent and weather-proof pucca dwelling in place of their existing kachcha house or dwelling in a state of disrepair. The scheme provides financial assistance in the form of a direct cash transfer to the eligible beneficiary's bank account in multiple tranches linked to the verified progress of construction, with the first instalment released upon approval of the application and subsequent instalments released after physical verification of construction reaching specified stages such as plinth completion, lintel level, and roof casting. The scheme is administered through the Uttar Pradesh Rural Development Department with implementation responsibility vested in the District Administration and the Block Development Officers who are responsible for identifying eligible beneficiaries from the waiting list, verifying their applications, monitoring construction progress, and certifying completion for the purpose of releasing subsequent instalments. Eligible applicants must submit their applications to the Block Development Office along with self-certified land ownership proof, an income certificate issued by a competent authority confirming that the family income falls within the prescribed limit, their Aadhaar card and that of the adult members of the household, and a bank account passbook in which the assistance amount can be directly transferred by the government.
