Uttar Pradesh occupies a central position in India's sugarcane cultivation and sugar production industry, and the relationship between farmers, sugar mills, and the government in this sector has profound economic and political significance. The state is the largest producer of sugarcane in the country, with western UP's sugar belt comprising districts such as Muzaffarnagar, Meerut, Shamli, Bijnor, Saharanpur, Hapur, and Baghpat being the epicentre of this activity. Tens of thousands of farmers in these districts grow sugarcane as their primary cash crop, and the fortunes of these farming communities are closely linked to the performance of the sugar industry. More than a hundred sugar mills, including cooperatives, government-owned mills, and private sector enterprises, operate in Uttar Pradesh. These mills provide direct employment to several lakh workers and create indirect livelihood opportunities for many more in transportation, trading, and ancillary services. The sugarcane pricing mechanism has been a persistent source of tension between farmers and millers. The state government announces a State Advised Price for sugarcane, which is typically higher than the central government's Fair and Remunerative Price, and farmers have frequently agitated for timely payment of dues. The issue of pending cane dues owed by mills to farmers has been a recurring challenge, and the government has intervened periodically through regulatory action and financial support to mills to ensure payment. Ethanol blending in petrol has emerged as a transformative policy that has significantly improved the economics of the sugar industry. Under the national ethanol blending programme, sugar mills are encouraged to divert molasses and cane juice to produce ethanol that is blended with petrol, reducing India's oil import bill and providing mills with an alternative and stable revenue stream. The government has set progressively higher ethanol blending targets, and UP's sugar mills have been major contributors to national ethanol production, with distillery capacity being rapidly expanded.
